Dear Community Members,

We know you’ve been actively voicing your concern about DWR’s failure to fulfill its license obligations for decades, without ever feeling heard by the right people.

We have some good news.

In 2020, the Federal Energy Regulatory Commission (FERC) established the Office of Public Participation (OPP) to “Empower, promote, and support public voices in FERC proceedings.” The Office has assured us that public comments are an important part of the review process because they provide FERC with key information about community, local, and individual concerns, adding important context, detail, and data that can help the Commission make better decisions.

Anyone can submit a comment. You don’t have to be an attorney or a subject matter expert.

When submitting a comment to FERC, we encourage you to follow OPP’s guidance on Tips for Writing Powerful Comments, listed below.

Tips for Writing Powerful Comments

  • Target Icon

    State, up front, your objective and your motivation for commenting.

    Review the filing you are commenting on. Gather any background materials.

  • Checkmark Icon

    Present a concise and thorough argument by including factual information and data, if available.

    Offer justifications to support your comments.

  • Map Icon

    Provide specific examples of how you would be affected, negatively or positively.

    Include all data, charts, graphs, or maps that support your case. When recommending an alternative course of action, be specific about the alternative

  • Connections Icon

    Connect your comments to issues, factors, or impacts that are within FERC’s authority.

    Knowing FERC’s role in energy regulation will help you support your case. Stay within the scope of the proceeding and focus on issues that FERC regulates.
